Kerala Building and Other Construction Workers Welfare Board

                                     The Kerala Building and Other Construction Workers Welfare Board is constituted by the Government of Kerala under the ‘Building and Other Construction Workers’ Welfare Act,1996  The day-to-day operations of the Board are carried out in the light of the Kerala  Building and Other Construction Workers Act, 1998 and the circulars based on the decisions  taken by the Board from time to time. The head office of the Board is at Thiruvananthapuram.

Workers in the construction industry who are over 18 years of age but are less than 60 years of age are eligible for membership on the basis of proof of work experience and date of birth. Applications for those who appear to be not a construction worker will be directly investigated and rejected unless eligible. An appeal may be made to the Board Secretary within 30 days of receipt of the denial order. Members workers must pay a sum of fifty rupees a month as subscription. Welfare Fund members receive the following benefits:

Pension

  A member worker with  an active memberhip of not less than 5 years  and has attained the sixty years of age has eligible for a pension of Rs 1200 per month.

How to apply:

1) Application on Form No. 34

2 Welfare Fund Identity Card, Passbook

3) Copy of bank passbook only in the name of the worker

4) Aadhaar copy

The district executive officer will issue a rejection order with clear grounds in cases where the pension is not eligible. Any objection to the order may be made to the Board within 60 days (to the Secretary’s address).

Family pension

If the pensioner dies , Tian’s surviving spouse can claim the family pension.

How to apply:

1)  Application in Form 45

2) Death Certificate of the Pensioner

3) Village Officer’s Certificate to prove the relationship between the applicant and the pensioner.

4) Apologies for delay  should be submitted, if the application is filed 90 days after the death of the pensioner.

5) Application for arrears of pension until death of pensioner.

Disability pension (IVD)

Members who are permanently disabled due to illness or accident and unable to work permanently will be given a monthly pension of Rs. 1200 / -.

How to apply:

1)  Forum No. 38

2)  Disability Certificate issued by Medical Board

3)  Welfare Fund Identity Card, Passbook.

Funeral Financial Aid

 In case of death of pensioner / member, his / her nominee / dependents can be given Rs.3000/4000. (Pensioner Rs.3000/-, Member Worker Rs.4,000/-)

How to Apply

1) Application form in Form 40

2) Death Certificate issued by Registrar of births and deaths.

3) Certified copies of the Welfare Fund Identity Card and Passbook.

Posthumous Financial Aid (Death  Benefit)

In case of death of a member, Tian’s nominee / dependents will be paid Rs.25,000 / – as death benefit.

How to Apply

1)  Application in Form No. 36.

2) Welfare Fund Identity Card, Passbook

3) Relationship certificate.

4) Certificate proving the age of the minor nominee.

The district executive officer will grant a refund amount along with posthumous assistance.

 

Accidental Death Fund

If the worker dies in an accident while working at the workplace, Tian’s heir will be granted Rs 3 lakh as accident fund.

How to Apply

1) Application in Form No. 36 (A)

2) Copy of the FIR

3) Copy of post-mortem report.

4) Welfare Fund Identity Card, Passbook

5) Relationship certificate.

6) Parental Certificate from the Village Office if the nominee is a minor

7) Certificate proving the age of the minor nominee.

8) Should submit apologies for delays over 90 days.

Concessionary Financial Aid  (Santhwanam)

The spouse or the mother or the children (minor nominees) of the deceased member worker of the Board may be granted pension assistance of Rs. 1200 per month.

How to Apply

1)Application in Form No. 36 (c).

2)Certificate proving the age of the minor nominee

3)Parental Certificate from the Village Office if the nominee is a minor

4)Certificate certified by the Village Officer or the Gazetted Officer to prove that the claimant is not a remarried person.

Common Disease Treatment Financial Aid

A worker who has been an active member for at least one year will be allowed a sum for common disease treatment in board approved hospitals for not less than 5 days.  For the first 5 days Rs.800/- and for proceeding each day  of Treatment Rs.150/- subject to a maximum of Rs.5000/- in an year.

4)Should submit apologies for delays over 90 days.

Accident Treatment Financial Aid

In the event of an accident, a member worker who sought treatment in board approved hospitals as inpatient or outpatient for not less than five days is eligible for exgratia. For first five days Rs.1500/- and for  proceeding days  of treatment Rs.200/day subjected to a maximum of Rs.20000/-.

How to Apply

1) Application on Form 46

2) Original discharge card or OP sheets.

3) Certified copies of the welfare fund identity card and passbook.

4) Copy of the bank account passbook in the name of the applicant.

5) Should submit apologies if there is a delay of more than 90 days.

Fatal Disease Treatment Financial Aid

A medical aid of up to Rs. 50,000 is provided to a member worker who sought treatment in board approved hospitals for the treatment of fatal diseases. Only maximum of fifty thousand is allowed during the membership period

1) Application on Form 42 (Application should be documented as ‘Disease’)

2) Certificate of treatment of doctor of rank not less than Civil Surgeon

3) Original discharge card

4) Original Bills

5) Certified copies of the welfare fund identity card and pass book

Financial Assistance for Education

Scholarships for various courses approved by the Board will be provided as scholarships for the education of the children of member workers. The student has to submit the application with the following documents within forty-five days of admission. SSLC study assistance for children of member workers and financial assistance for medical entrance Coaching. The top 10 students who earn the highest marks for SSLC are awarded cash awards of Rs 3,000.

3) Document to prove the relationship between the child and the member of the welfare fund

4) Certified copy of the Identity Card and Passbook of the Welfare Fund of the Member

5) Students studying in the self financing institution should produce merit certificate or allotment memo.

Marriage Financial Aid

10,000 as a marital allowance for member workers and their two children.

How to Apply

1) Application on Form 44

2) Marriage certificate

3) Certified copies of the welfare fund identity card and pass book

4) If the application is filed after ninety days, should submit the apology that clarifies the reason for the delay.

 

Maternity Financial Aid

An amount of fifteen thousand rupees is given for the benefit of who are pregnant workers and has completed 1 year as member worker of the board. Financial aid will  be allowed  only for two deliveries.

How to Apply

1)  Application in Form No. 33.

2) Birth Certificate issued by Registrar of births or birth certificate issued by the Assistant Surgeon in the case of childbirth at a Government Hospital.

3) Certified copies of the Welfare Fund Identity Card and Passbook.

4) If the application is filed after 90 days, should submit the apology that clarifies the reason for the delay.

 

The District Executive Officer shall issue an order denying the application for defective and delayed applications. Any objection to the order may be appealed before the Board within 60 days (at the Secretary’s address)
