Kerala Handloom Workers Welfare Act and Scheme 1989

      Kerala Handloom Workers Welfare Fund Board is a statutory body under the Government of Kerala, constituted in 1989 as per provisions contained in the Kerala Handloom Workers Welfare Act, 1989 for the implementation of various welfare measures and for payment pension to the handloom workers and related workers of the state of Kerala.  The board members are nominated by the Government of Kerala. The board has four regional offices at Kannur, Kozhikkode, Ernakulam and Thiruvananthapuram and Head office at Kannur.

 Membership

All  handloom workers and self-employed handloom workers are eligible for membership in the Scheme.  Application for the registration as a member in the welfare fund should be submitted District Executive Officer.

  4. A Certificate of labour from Village Officer/Asst.Labour Officer/MLA/MP/Secretary of the Local body.

Identity  Card 

An Identity card is issued to all members by the District Executive Officer at the time of registration.  This card is to be produced in all occasions and at the time of payment of all the benefits from the board.

If the Identity card is lost, a member can apply for a duplicate card with a fee of Rs.50/- .

Benefits

1.Pension – A member of the welfare fund who has been working for a period of atleast three years immediately preceding the age of superannuation is eligible for pension. A member of the board unable to work due to prolonged illness or disability is also eligible.

2.Marriage Benefit: A member of the welfare fund is eligible for a marriage assistance of Rs.5000/- for the marriage of daughters and own marriage of the female members. Only members who have completed two years of membership on the date of marriage are eligible. A member is eligible for this benefit only two times in their membership tenure.  Application should be submitted to the District Executive Officer within  60 days from the date of marriage.

3. Maternity Benefit: A member of the welfare fund is eligible for a maternity benefit up to Rs.15000/-.  Only members who have completed two years of membership on the date of delivery are eligible.  A member is eligible for this benefit only two times in their membership tenure.  Application should reach the District Executive Officer within  90 days from the date of delivery.  Members who have received any financial assistance from Central or State Government and who are working in the factories which are coming under the purview of the Maternity Benefit Act 1961, are not eligible.

4. Educational Grant :- A member is eligible for a Education assistance of the study of their children from Rs.500/- to 5000/- per year for the studies of all levels from High School to Professional courses. In the case of  High School education, application should be submitted every year.  For other courses, fresh application should be submitted for the first year of the course.  Then application should be submitted in a prescribed renewal form for every year.  Only members who have completed two years of continuous membership on 31st  March preceding the concerned academic year  are eligible to apply for their children. The Grant is restricted for only two children. Application should reach the District Executive Officer within 45 days after the date of commencement of course. Children should acquire at least 50% of marks for their qualifying courses.  Studies should be in a Government or Government recognized institutions and the course should be full time and regular.

5.S.L.C Gold Medal:- The board presents Gold Medal to the children of the members who have secured A plus grade in all subjects in the S.S.L.C Examination held in March, every year.  The Application should reach the District Executive Officer after within 30 days after the date of publication of result.

6.Exgratia Benefit – A member is eligible for a Medical treatment assistance of up to Rs.10000/-  for their treatment or permanent disability.  A Certificate in original to prove the treatment or disability  from a qualified Government Medical practitioner, not below the rank of an Assistant Surgeon, should also be submitted with application.

7.Death ReliefDependants of the deceased member of the welfare fund is eligible for death relief of 25000/-.  Application should reach the District Executive Officer within 90 days after the  death of the member.

8.Refund of Contribution –

Dependants of the deceased member of the welfare fund is eligible for refund of contribution  of  Rs.1000/-.  Application should be submitted to the District Executive Officer.

All  application forms are available with the District Executive Officer on free of cost.  Members have the facility to file appeal before the board on all applications rejected by the District Executive Officers and the Chief Executive Officer.
